There are three mobile phone networks in Belarus: MTS, Velcom and Life:). Without examining the history of each of them I will just tell that all the three have plans that will suit the foreign subscribers with no monthly payment charged.
To me Velcom's Privet plans for visitors makes the best choice because the balance never goes below zero – if you connect to the network in the wrong time or make expensive calls with no money on the account it will simply not connect.
Note, that you will need a passport to subscribe to any Belarusian mobile phone operator. A good place for subscription is the underground Department Store "Stolitsa" in Minsk beside Minsk Hotel because it is open until 22:00 local time.
