You can apply for an express Belarus visa in any Belarusian consulate that grants such visas and obtain it within 48 hours. For this you will normally need the same papers as for a normal visa (granted within 5 business days), the only difference here being a double consular fee. My experience as a travel agent shows that applicants were able to get a visa even within a couple of minutes from presenting all the required papers.
