To get out of the Minsk Airport and around Minsk and other hub stations you will need a transit visa. Into the 48 hours that transit visa allows you to be in Belarus you can fit in a Minsk city tour or something a bit longer to while away 10+ hours of waiting.
NOTE: It is most important to keep in mind the following rules. Transit visa allows you to cross the Belarus leaving for the third country which means if you start from Lithuania you must end up in Russia or Ukraine, not Poland (and definitely not go back to Lithuania). To get it you must present transit tickets through Belarus and/or a visa to the country you visit following Belarus.
If you are flying into and out of Minsk, you can make use of the 5-day visa-free mode introduced in Belarus. If the requirements of the mode don't apply to you - ask me for visa support to Belarus!
