Suppose, you are a legitimate holder of two passports – e.g. a USA and a Belarusian passport - willing to enter Belarus. You can freely use Belarusian passport to enter the country without paying a visa fee and leave the country on the same passport.
If you hold a CIS country passport (e.g. Georgia, Kazakhstan) and a USA passport you can enter or cross Belarus on the CIS passport so as not to pay the visa fee. You will present the USA passport when entering the next country of your trip.
If you or your fellow travelers were born in Belarus and no longer hold a Belarus passport, you must carry your citizenship cancellation certificate – a paper that is provided by the Embassy of Belarus for those who have dropped Belarus citizenship. The Consulate of Belarus has no right to issue visas to the Belarusians and therefore will take pains to check that you are no longer a Belarus passport holder.
