Currency kiosks in Belarus are everywhere
No matter where you are trying to exchange your hard currency into BYN – MSQ Airport or a hotel exchange office or some other bank, the rate might only be different by 0.01-0.03 rubles, which is not even enough to buy a matchbox.
You should refrain from currency exchange operations with the individuals in Belarus and seek help in this matter only from people you know personally.
I would recommend to use currency exchange offices of the Minsk hotels since these are normally open round the clock and might accept such untypical currencies as GBP.
Note, that most currency exchange kiosks in Belarus accept and provide only three foreign currencies - Russian rubles (RUB), US Dollars and Euro. Those located at Minsk National Airport, stations, and hotels accept British pound (GBP), Ukrainian hryvnia (UAH), Latvian lats and Lithuanian lithas.
